After attending Roanoke College, Stephen received a Juris Doctor degree from Western State University School of Law in 1981. He was admitted to the State Bar of California in 1982, the United States District Court Southern District, the United States District Court Central District in 1983 and United States District Court Northern District in 1984.

Since 1987, he has maintained a solo practice and became “Of Counsel” (now Retired) to DeVito & Nore, A.P.C. - Family Law & Mediation in May of 2014. Besides conducting in excess of 50 jury trials including Civil, Misdemeanor and Felony charges, Stephen’s primary practice includes all areas of Family Law including Contempt Prosecution and Defense, Support, Child Custody, Child Visitation, Property Division, Debt Allocation, Guardianships, Probate and Juvenile Dependency, “Free From” Custody and Control proceedings, Department of Child Support (DCSS) proceedings including Jurisdiction and Paternity, and ORAP Enforcement proceedings.
